Britain signs jet engine deal with China

AFP The premiers of Britain and China have overseen the signing of deals worth more than $US1 Rosetta Stone billion ($A989.41 million), as visiting UK Prime Minister David Cameron looks to boost London's fragile economy. Cameron - plus 43 bosses from major British companies and four ministers in Britain's largest-ever delegation to China - said he wanted to take his country's ties with the world's second-biggest economy "to a new level". But the British premier, on his first official visit to China, was under pressure to challenge Chinese leaders on human rights issues - a challenge he insisted he was up to and would fulfil. Advertisement: Story continues below At a signing ceremony attended by the premiers after their talks, Rolls-Royce and China Eastern Airlines inked a $US1.2 billion ($A1.19 billion) deal under which the British group will provide jet engines to power 16 Airbus A0 jets. Two education co-operation agreements were also signed. Cameron said in a column for the Wall Street Journal that he expected to see "new contracts worth billions of dollars" signed during his two days in Beijing, which come ahead of the Group of summit in Seoul starting on Thursday. His longer-term target is to double the level of trade in goods and services between Britain and China by 15, from last year's $US51.8 billion. Cameron's efforts to build business ties with Beijing, however, risked being eclipsed by increasing calls for him to issue a stern rebuke to Premier Wen Jiabao and President Hu Jintao on their human rights record. Cameron is the first Western leader to visit China since jailed dissident Liu Xiaobo Rosetta Stone Software was awarded the Nobel Peace Prize on October 8, an honour hailed in the West but decried by Beijing as tantamount to "encouraging crime". Liu, 54, was jailed in December for 11 years on subversion charges after co-authoring Charter , a bold petition calling for democratic reform in one-party China that has been widely circulated online and signed by thousands. When asked if he would press China's communist leaders on rights issues, Cameron said such questions were part of London's wide-ranging dialogue with Beijing. "That is how it should be. Of course, we shouldn't be lecturing and hectoring, but it is right we have a dialogue on these things," he told British broadcasters. Asked if he feared jeopardising trade deals by being forthright on human rights, Cameron replied: "I don't think that's the way these relationships should work." British officials declined to specify which particular cases Cameron wanted to discuss with China's leaders. On the eve of Cameron's visit, Chinese artist Ai Weiwei, an outspoken government critic who was placed under house arrest at the weekend, said Western leaders on trade trips to China "must insist on human rights issues". Countries including Britain have said they will not heed a Chinese call for Western diplomats to steer clear of the Nobel Peace Prize award ceremony in December. On Tuesday, the lawyer who heads the firm that represents Liu, Mo Shaoping, told AFP that he was prevented from boarding a flight out of China, saying the Nobel connection was "definitely" behind the decision. Cameron remained keen to emphasise the potential gains for Britain, not the sticking points, saying the deals signed in Beijing would help "take Britain's relationship with China to a new level". "I'm proud that we have brought a really big trade delegation here, bigger even than the one we took to India," he told Sky News. Cameron's coalition government, which took power in May, is searching for new sources of economic growth after unveiling the deepest public sector spending cuts in decades last month. His ministers are battling to tackle a record deficit of STG154.7 billion ($A246.85 billion). Earlier deals signed include a STG45 million ($A71.8 million), five-year agreement for British companies to export breeding pigs to China and the construction of 50 new English-language schools in China by Britain's Pearson. In Rosetta Stone Korean a bid to highlight the opportunities for British companies in China, Cameron's first visit was to a supermarket run by Tesco, the world's third largest retailer, in south Beijing. The British premier will meet Hu and attend a business summit on Wednesday before heading to South Korea.

The Wubi input system

Victor Mair, professor of Chinese language and literature at the University of Pennsylvania, said character amnesia Rosetta Stone Language is part of a "natural process of evolution". "The reasons why characters are innately difficult to enter into computers and mobile phones are innate to the character-based writing systems themselves," he said. "There are no magic bullets that will make it easy to input characters," he added. The Wubi input system -- available on some Chinese computers and backed by the government -- uses character strokes as handwriting does. But the system itself is so difficult to learn that it has failed to gain mass appeal. However, iPhones and other smartphones now offer an option in which users can input characters by drawing them onto the touch screen. And in Japan, kanji kentei -- a character quiz with levels -- has become a widespread craze among schoolchildren, housewives and retirees, according to Yoshiko Nakano, associate professor of Japanese at the University of Hong Kong. Some argue that the perceived decline in character knowledge is, in fact, nothing to worry about. A survey by the southern Chinese news portal Dayang Language Learning Software Net, found that 80 percent of respondents had forgotten how to write some characters -- but 43 percent said they used handwritten characters only for signatures and forms. "The idea that China is a country full of people who write beautiful, fluid literature in characters without a second thought is a romantic fantasy," wrote the blogger and translator C. Custer on his Chinageeks blog. "Given the social and financial pressures that exist for most people in China... (and) given that nearly everyone has a cellphone, it really isn?t a problem at all." The explosion of internet and phone technology has itself led to the creation of new words and forms of writing. In Chinese people were sending 175 billion text messages each quarter, according to the Xinhua state news agency. Still, both Li Hanwei and Zeng Ming have become so concerned about character amnesia that they keep handwritten diaries partly to ensure they don?t forget how to write. If it weren?t for this, would they actually need to remember Greek Learning Software how to write characters with a pen? Li is almost stumped, but says she uses one "when I have to sign the back of my new credit card". "That?s almost all," she says.

Two detained over Brazil school shooting

AP Two men have confessed to illegally supplying a gun to a man who entered a Rio de Rosetta Stone Language Janeiro school, opened fire and killed at least children before taking his own life, a police official says. Charleston Souza de Lucena, 38, and Isaias de Souza, 48, claimed that they sold a gun to the shooter and regretted having done so, Officer Altamir Ribeiro said on Saturday. He did not elaborate. He said the two men are not related. It was not immediately clear if police believe they also supplied the shooter with the second pistol he used in the rampage. Advertisement: Story continues below The two men have not been charged. Under Brazilian law, prosecutors file charges only after police have finished investigating. Also on Saturday, a small, private ceremony was held for the th victim of the Thursday shooting, 13-year-old Ana Carolina da Silva. About 15 family members wearing T-shirts with a photo of her on them filed into a funeral home where the girl was cremated. They declined to speak to reporters. There are fears the death toll from the shooting may rise. Three other children shot at the school are in grave condition and on life support, the Rio state health department said. Ten girls and two boys ages to 15 were gunned down inside the Tasso da Silveira public school, most lined up along a wall and shot in the head at point-blank range. The shooter, identified as a former student of the school, 23-year-old Wellington Oliveira, killed himself with one of his pistols after being confronted by police. At least other students were wounded. Family members and neighbours of Oliveira said he was a good student, but had a history of psychological problems. He was also introverted and spent most of his time on his computer, where a brother said he spent Language Learning Software time watching videos about firing weapons. About 300 people formed a human chain around the school on Saturday in a symbolic embrace. For several minutes they prayed and sang religious hymns. "We have to make the school function again, because children belong in school," said Marcos Gerbatim, a lawyer and former Tasso student. "We cannot let one person destroy our community." Investigators said at least 60 shell casings were found at the school where Oliveira carried out the attack, and that the walls of the primary school were splattered with blood and marked by dozens of bullet holes. Authorities searching Oliveira's last residence said the gunman had burned his computer, an apparent attempt to thwart an investigation. There is no known motive for the attack. Oliveira left a rambling letter at the scene of the shootings filled with religious language and in which he included instructions for his own burial. His body remained in the Rio morgue - and officials said no family member had yet arrived to claim it. Reacting to the attack, congressional representatives began calling for even greater control over the sale of guns and ammunition in Brazil. "There are mental health issues related to this tragedy, but it is also clear that if the access to weapons and ammunition were not so easy, the result would have been different," Representative Alessandro Molon said after visiting the Tasso school. Brazil already has strict gun laws. A 03 law sharply limited who could legally purchase firearms and carry guns on the street. Anyone wanting to buy a gun must be at least 25, pass a psychological test, prove they need the weapon, have no criminal record, and provide proof that they attended courses on handling guns. Justice Minister Jose Eduardo Cardozo said the government plans to adopt measures to disarm the population. He did not provide details. Diogenes Dantas, an adviser to the prosecutor's office for the military justice system, was quoted by the O Globo newspaper in its Friday edition as saying that he supported Portuguese Learning Software reforming Brazil's gun laws so that authorities such as prison guards and traffic police could carry arms while off duty to guarantee their own safety "and that of others." Other officials, however, rejected any relaxation of the laws. "The more weapons allowed to circulate, the more weapons will wind up in the wrong hands," said Jose Vicente da Silva, Brazil's former public safety secretary. "There must be restrictions, because most weapons now in the hands of criminals were once legal and became illegal when stolen."

Russia tells West 'mind own business' over tycoon

Russia Tuesday brusquely told the West to keep out of its domestic affairs Rosetta Stone Language after "unacceptable" criticism by the United States and Europe of the new guilty verdict for jailed tycoon Mikhail Khodorkovsky. Khodorkovsky is facing the prospect of an additional lengthy jail term after being found guilty in his second trial the day earlier in a verdict that provoked an angry reaction in the West. The White House said it was "deeply concerned" about the "selective application of justice". France called for rule of law in Russia, while Germany said the verdict was a step backward for Russia. Advertisement: Story continues below Using language unusually blunt for a diplomatic statement, the Russian foreign ministry slammed "unacceptable" Western pressure in a process that has long been a bone of contention between Moscow and its ex-Cold War foes. "We expect everyone to mind his own business, both at home and in the international arena," it said. "Attempts to exert pressure on the court are unacceptable," the foreign ministry said. The reading of the full verdict in the Khodorkovsky case is expected to be completed over the course of the coming days, with uncertainty surrounding the precise date of the announcement of the sentence. Already on Monday, judge Viktor Danilkin said Khodorkovsky and co-accused Platon Lebedev had been convicted of embezzlement and money laundering, dashing the hopes of Russian liberals the trial would show a new approach from Russian courts. On Tuesday, Danilkin continued reading the verdict in a low, monotonous voice, while Khodorkovsky, wearing a black turtleneck, leafed through his papers and many in the courtroom could hardly contain their yawns. Defence laywer Vladimir Krasnov said the court was aiming to announce the sentence before year's end. Some even say the judge may deliver the complete verdict late Friday when the entire country will be poised to usher in the New Year Language Learning Software to the sound of the Kremlin chimes and popping champagne corks, a possible ploy to deflect public attention from the controversial trial's climax. Court officials say the timing depends on the judge's sheer ability to read through the several-hundred page verdict. "This depends on the judge's physical capacity," a court representative told AFP. Khodorkovsky and Lebedev thanked their supporters for turning up Tuesday, saying their common efforts would not be wasted. "Power without law is a stool without a leg. It looks silly and its prospects are predictable," they said in a statement released by Khodorkovsky's official website. The pursuit of Khodorkovsky has been the most controversial legal action of the post-Soviet era and his trial is sees a possible sign of Russia's political future. Once the country's richest man, now its most prominent prisoner, Khodorkovsky, 47, is already serving an eight-year sentence for fraud. He is now accused of stealing 218 million tonnes of oil worth more than 26 billion US dollars from his own Yukos company between 1998 and 03. Khodorkovsky had been scheduled for release in 11 but the new charges of money laundering and embezzlement could see him stay in jail until 17 if the judge agrees to the prosecutors' request. Khodorkovsky's supporters see him as a martyr punished for daring to challenge strongman prime minister Vladimir Putin, but for Russian officials he is just a corrupt tycoon who broke the law. Putin has not ruled out returning to the Kremlin in to take over from President Dmitry Medvedev and observers say he would be keen to keep the charismatic Khodorkovsky behind bars in the coming years. The Russian strongman could hardly contain his visceral hate towards the tycoon in a live television call-in show earlier this month, saying that a "thief must be in prison" in comments rights campaigners decried as pressure on the court. "It was not pressure on the court -- it was the court itself," said prominent journalist Mikhail Fishman. "The court in its archaic form: the ruler punishes, pardons and grants priviliges to his subjects on the main city square in accordane with his whims." If the first Yukos trial was a settling of scores, Fishman wrote, the Learn Arabic second trial demonstrates a "medieval disregard for common sense."

Sources in Doha

Sources in Doha, the Qatari capital, also Rosetta Stone Store ridiculed a request by King Abdullah of Jordan to provide free giant screens for people who could not afford $US120 for a one-month subscription package or cards to see the feed. Middle East analysts said it was hard to escape the conclusion that politics lie at the heart of this row. Jordan, like most Arab governments, heartily dislikes al-Jazeera, which is owned by the fabulously rich Qatari royal family. The channel is anti-establishment and irreverent in an environment where state media fawn over unelected leaders. The initial assumption in Doha was that the jamming might have been carried out by Egypt, Libya, or Jordan. It Rosetta Stone Language was Jordan that acted. King Abdullah sent his media adviser, Ayman Safadi, to negotiate the rights deal with al-Jazeera, and there was trouble when it did not go ahead. The Jordanian government declined to comment on the allegations when approached by the Guardian. Guardian News Media. Not fast but solid. he very pretty pictures of raptors and wading birds

I had to change my passport over the Christmas break. I handed in the various forms to the local post Rosetta Stone Software office on the 19th December and the brand new document arrived today, the 27th which is pretty impressive service - less than three working days given Christmas. Seeing the old one, a faithful companion, battered and abused, stained with beer in Auckland, gilt lettering on the front cover worn to the point of illegibility, brought back memories. It now has its wings clipped to prevent reuse and I will miss it. I got it just after I left IBM just over three years ago and despite getting the maximum number of pages it is so full of visas and customs stamps that there is no capacity for 2008. The pages with their stamps and stickers tell the story of three frantic years of activity and travel getting Cognitive Edge established. Now I have a blank document, I will appear a novice when I next travel, the respect and sometimes sympathy of homeland security Rosetta Stone Language will be no more! The very pretty pictures of raptors and wading birds that decorate each page of the new shiny usurper are small compensation. And it gets worse, my last photograph looked professorial, this one appears to be of a tramp rescued from the streets over Christmas, much the worse for wear.Artifacts are important for stories, a digital environment is not the same. My old passport will now go in a drawer with my mother's passport from her study in a German University in the years immediately after the second world war. The stamps from the various occupying powers tell a profound story in their own right, let alone that of a working class girl, first in the history of the family to go to University and only there due to a scholarship. She wanted to study German and decided to go to Germany to do so, a few short years after hiding in a bomb shelter in Cardiff as a school girl. My father's documents from his service in India in the Royal Army Veterinary Corps, with vaccinations, mess bills and the day to day flotsam and jetsam of life on the North West Frontier (topical as British Troops are still there) are in the same drawer. Also ration books, school prizes and other artifacts whose age Rosetta Stone Korean is evident from their patina.I wonder what the artifacts will be for the current generation.

Now this may not be their intent

In fact this has been actively debated on several list serves with those favoring discourse over Rosetta Stone Store debate being in the majority. Some have become very happy clappy and reject criticismDebates when they get passionate (and what is wrong with passion) tend to end up as exchanges between two parties, when all passion is spent the main protagonists realise it is time to withdraw signifying as such in their final posts. There is a special breed of participant who then enters to deliver a patronising lecture from the moral high ground about how they should have behaved better. The timing of this is clever, they intervene when any response would play into their hands and they thus gain power. Now this may not be their intent, but to be honest knowing some of the people, they are too sophisticated to do this accidentallyMy most disliked fallacy, the strawman , is used all to frequently by those with an ideological agenda. They set up a statement which Rosetta Stone Language they link to another posting, then attack their own statement which may or may link to the original.Too many of the KM list serves are now handling too great a range of abstraction, from the newcomers asking for a simple justification of how to create a CoP, to the leaders of the KM movement ten years ago. I wrote about the danger to communities creating too wide a range of abstraction here, and I can see the lessons coming home to roost in the on line communities.Facilitated list serves, where the moderator reviews before posting have their own dangers. On one at the moment the moderator holds all the postings, then releases them with his own homilies added on to each. Now this is another power game. In looking at the last week the homilies are either fawning, the moderator agrees with the post, or patronising, the moderator does not agree but does not want to be seen to challenge. IN a closed group there is no legitimate excuse not to post as received. There are many others, but I am beginning to think that the day of the list serve is over. Open wikis and the blogosphere provide greater stimulus and diversity. The discussion pages of the wikipedia form a fascinating community in their own right. I Rosetta Stone Arabic am still thinking about it, but I may well withdraw, which will make several people very happy.

This all assumes some knowledge of Cognitive Edge methods and tools

Final session of the Phoenix conference and I have a brief to provide a What do Rosetta Stone Software you do next summary in twenty minutes. To remind you the theme is complexity, and in yesterdays session I've completed the basics of complexity, Cynefin and SenseMaker . Now I should have summarised my notes at the time, but that afternoon I picked up the new camera and the following day the trip up to the red rocks of Sedona called. Couple that with jet lag and I needed to sleep! So this is a summary written up over a week later, but I have dated the post to match the presentation day. This all assumes some knowledge of Cognitive Edge methods and tools. So here goes: Start with the Cynefin framework, using a representative group of stakeholders. Ideally use the four point method I described in The Origins of Cynefin . In an ideal world you would use SenseMaker with a set of strategy focused signifiers to create the core material used in this construction. In a large group event (not the same thing as open space, I will post on that in a few weeks time) or a small workshop if necessary identify current issues and opportunity areas that are complicated, and create traditional projects to handle them. For everything in the complex domain create a minimum of three fail-safe experiments and make small investments to see what works. Any experiment is tested for coherence using ritual dissent. Forms available here if you want some more structure. Language is key, you need to get a general understanding between complex and complicated. The Children's Rosetta Stone Language Party story can help, so can the magnets metaphor. Definitions linked to narrative examples from the organisations own history and perspective on its futures make this real, and the four points method allows that to happen. You don't use third party cases - ever.In all your planning you need to remember the three heuristics of complexity management: Work with finely grained objects, both information and organisational Distributed cognition is key, and its not the same thing as distributed decision making Disintermediation, the decision making has to be in direct contact with the raw data, perspective of the whole is key, complex systems cannot be disaggregatedAbductive research techniques such as SenseMaker make this easier, and you need people to understand the difference between induction and abduction. If abduction is too abstract try exaptation, if that is too hard go for serendipity. But you have to get people out of linear concepts of causality and inferring future action from retrospective coherence.Remember the four steps for any action: What can we change? Out of that list where can we monitor the impact of change From that list which actions might lead to success, or though failure teach us something about the system and the final check - have we got an amplification or dampening strategy ready for eachNow that gets you to a short list of realistic things to do, avoiding idealism is key. Its not about where Rosetta Stone Korean you want to be in a few years time (in other than the most general terms), its about managing the situated now.
